XVI I ANOC General Assembly

The Association of National Olympic Committees (ANOC) held its XVII General Assembly at the Fairmont Acapulco Princess resort hotel in the Cith of Acapulco, Mexico. The General Assembly was held over 3 days from 20th to 22nd October, followed by the First World Olympic Sports Convention on 23rd October 2010 and the Joint meeting with the IOC Executive Board on 24th October 2010.

A total of 204 out of 205 National Olympic Committees (NOCs), throughout the world attended the XVII General Assembly. The President of ANOC, Mr. Mario Vazquez Rana, the Secretary General, Mrs. Gunilla Lindberg and the Treasurer, Mr. Richard Peterkin, were re-elected unopposed. For Mr. Mario Vazquez Rana, he has been the founding President of ANOC in 1979 and has remained the President since then.

Each of the 5 Continental Associations of NOCs, has 1 Vice President and 4 representatives on the Executive Council of ANOC. YAM Tunku Tan Sri Imran ibni Almarhum Tuanku Ja’ afar was elected as one of the 4 representatives of the Olympic Council of Asia (OCA) for the session 2010 to 2014.

1st World Olympic Sport Convention

The 1st World Olympic Sport Convention was held on 23rd October 2010. Around 100 Ministers of Sport and the Presidents and/or Secretaries General of 204 NOC attended the Convention. Papers were presented on the following topics:
  1. Basis for good cooperation between National Olympic Committees and Government.
  2. Fulfillment of the XIII Olympic Congress Recommendations regarding NOCs-Government Relations.
  3. Bid of a city to host the Olympic Games.
  4. Agreements between Governments and National Olympic Committees of an Olympic Games host city.
  5. Fight against doping and joint actions by NOCs-Government.
  6. Training of high level athletes.
  7. Olympic Education.
  8. Role of the Olympic Movement in the protection of the environment.
  9. Women, Sport and Social Development.
  10. Olympic Solidarity.
At the end of presentation of each topic, the Ministers of Sport were provided the opportunity to present their comments and also to seek clarifications. Topic 1 on ‘ Basis for good cooperation between NOCs and Governments’ , attracted the most interventions, from the Ministers of Sport. Lord Colin Moyniham, President of the British Olympic Association, spoke on the need for NSAs to practice ‘ responsible autonomy’ which covers the following 6 points:
  • Vision – management and strategy;
  • Structures – regulations an democratic process;
  • Highest levels of competence;
  • Solidarity and development;
  • Athletes’ involvement – participation and care;
  • Harmonious relationships with governments, while protecting autonomy.
All the 13 Ministers of Sport, who spoke on this topic, acknowledged and recognized the autonomy of the NOCs in accordance with the Olympic Charter. However, they stated that the NOCs are not above the law and if anyone broke the law, they would be punished. A few of the Ministers proposed the establishment of basic principles and guidelines on the roles and responsibilities of the NOCs and those of the Government, so as to avoid any misunderstanding.

At the end of the Convention, the Resolutions were unanimously approved. One of the most important resolutions was as follows:

“That to guarantee the necessary follow-up on the themes discussed at the First Convention, a Working Group be established, comprised of representatives of Governments and National Olympic Committees to develop and submit to ANOC a draft of general principles, joint actions and shared responsibilities. I t was also decided to organize the 2nd World Olympic Sport Convention be held in 2012”

Advanced Sport M anagement Course (ASM C) - the 4th & Last Session

The Fourth Session of the 3rd Advanced Sport Management Course 2010 held from 21st to 24th October 2010 ended very successfully and meaningfully.

The thirteen (13) participants showed great determination in wanting to graduate and they certainly fulfilled their wish in this last session. It was most meaningful and significant to them when they ended the session with the presentation of their personal reflection. Many of them said that the course had indeed had an impact on them not only in their management skills but in their personal lives. All of them had concrete and specific plans to carry out the changes that they have planned for and the facilitators were confident that these changes would be effected. In fact, some of them have already initiated the changes and were operating them in their respective organizations.

The facilitators of this course were Dr. Tan Siew Eng, the Director of the National Olympic Academy, the Programme Directors, Ms. Moira Tan and Mr. Aloysius Lee of whom Mr. Aloysius Lee is the anchor facilitator and Mr. Ong Tah Fatt, Mr. Wan Yew Leong and Mr. Lee Wan Teik completed the team.

The last two days of this session saw the participants doing a self-reflection of themselves and their own associations. Each and every participant journeys down memory lane and reflected seriously on themselves. Most of them spoke of how useful the course has been to give them an insight of what they can do after the training. They are aware of their roles and their rights. It was touching to listen to the participants. All of them had interesting and touching stories to share and also how the course has left an enriching and memorable impact on them

To guide them in their reflection some guiding questions were given as follows:
  1. What is the most significant learning you have gained from the course? Conceptual knowledge? Technical knowledge? Management skills? Social skills? Self awareness? and Values?
  2. What have you changed while attending the course? Values? Beliefs? Attitude? Way of doing things?
  3. What is the most memorable thing you experienced in the course?
  4. What would be the priority action you would be taking after this course? What outcome would you expect from it?
Many of the participants said that this was indeed a true and effective training course as it focus on the management skill, their concerns, and their competency to carry out the task that they are required to do as opposed to many of their curse which they attended which mainly involved listening to lectures. In this course they said that they learnt not only the academic content knowledge but more importantly the operational management skills to perform their tasks and make positive changes in the organizations. They said that this was made possible because of the competency of the facilitators in conducting the course using the correct training strategy namely: focusing on task-base learning based on androgogical principles. They agreed unanimously that this should be the training model and they would certainly recommend this course to their colleagues and to all management staff of the National Sports Associations (NSAs). The team of the ASMC would like to thank the OCM and its staff for their continuous support to make this Course a success.

The next ASMC will start on February 2011. Please refer to the OCM Official Website later. (This article was contributed by the team of ASMC facilitators)

Hindari Sifat Kenegerian...

Sedari, aksi jelek anda semua diperhatikan seluruh rakyat Malaysia.

XIX Commonwealth Games Delhi 2010

The Delhi XIX Commonwealth Games 2010, was successfully concluded with a spectacular Closing Ceremony on 14th October 2010. Contrary to the doomsayers prediction of a badly organized XIX Commonwealth Games, the Organising Committee of the XIX Commonwealth Games managed to turn things around to organized one of the best Commonwealth Games to date.

The Commonwealth Games Association of Malaysia (Olympic Council of Malaysia), never had any doubts that the XIX Commonwealth Games would not be a resounding success. The CGA of Malaysia wishes to congratulate the Organising Committee of the XIX Commonwealth Games for their success and to thank them for their warm hospitality. The CGA of Malaysia wishes to congratulate the CGA of India for the outstanding performance of their athletes by winning 38 gold medals and a total of 101 medals, thereby achieving their best medal tally in the history of their participation in the Commonwealth Games.

The Malaysian Contingent, under the able leadership of the Chef de Mission, Y.Bhg. Tan Sri Abdul Halil surpassed the target of 10 gold medals. By winning 12 gold medals, thus achieving the most number of gold medals won in a Commonwealth Games. The previous best was 10 gold medals at the Kuala Lumpur 1998 Commonwealth Games. The 36 medals won, comprising 12 gold medals, 10 silver medals and 14 bronze medals, equaled the best total medals won in the 1998 Commonwealth Games.

All the Malaysian athletes performed their best and a number of them, who were participating in Delhi for exposure, out-did themselves by winning medals. A few athletes who were tipped to win medals, but did not, were not due to lack of trying or effort, but more to their opponents’ luck and also them performing beyond expectations. Rhythmic Gymnast, Elaine Koon, who was not expected to win a gold medal, surprised all Malaysians by being the top medal winner, with 5 individual medals, 1 gold, 1 silver and 3 bronze. Pandalela Rinong was also outstanding winner 1 gold and 1 silver medal in Platform diving. Dato’ Nicol David finally won the Squash gold medal. For the men athletes, weightlifter Amirul Hamizan Ibrahim made a successful come-back to regain the gold medal in the 56 Kg. which he won at the 2002 Commonwealth Games, but was unable to participate in the 2006 Commonwealth Games due to suspension. Josiah Ng, although some would consider him as being lucky, was in a position to win the gold medal in the Keirin cycling event for Malaysia, when team mate Azizul Hasni Awang, the initial winner, was controversially disqualified. As expected, the Badminton team played well to win 4 of the 6 gold medals in contention. Unfortunately the women players could not win a gold medal at this Games, but won a silver medal through Wong Mew Choo, who put up a gallant display against the home-crowd favourite, in the womens’ singles final.

The CGA of Malaysia and the Malaysian Contingent wish to thank the Malaysian High Commission in New Delhi, in particular H.E. Dato’ Tan Seng Sung, as well as his staff, for their close monitoring of the situation in Delhi and providing the Malaysian Contingent, up-to-date status reports as well as advice. The CGA of Malaysia should also congratulate YAM Tunku Tan Sri Imran ibni Tuanku Ja’afar, the Vice President and Chair of the Sports Committee of the CGF and Y.Bhg. Tan Sri Dato’ Dr. M. Jegathesan, Honorary Medical Adviser of the CGF, for the confident and quiet manner they carried out their duties in advising, supporting, encouraging, and managing the sports and the medical (including doping) aspects, respectively, of the XIX Commonwealth Games.

OCM Highlights

There seems to be some misunderstanding over the contribution and submission of articles for publication in the OCM Highlights. As everyone is aware, the OCM Highlights is an internet weekly newsletter, distributed to affiliates of OCM, the media, supporters, sponsors, staff, the IOC, CGF and OCA. Any sports organizations, including the affiliates of OCM and individuals could submit their articles and reports for publication in the OCM Highlights and credit is always given to the writer. The objective of the Highlights is to inform the media and the affiliates of OCM, some details of coming events and also some reports of past events.

As such it is the duty and responsibility of the people who organized their events to submit brief reports of their events to OCM for publication in the OCM Highlights. If no report is submitted by the organizers, then it is not the fault of OCM if their reports are not published. Some organizers take lots of pain to go into the house-keeping matters, which are normally carried out by the staff of OCM, but they neglect or are not interested to even provide a brief report of their events on their conclusion.

The affiliates of OCM that often submit reports of their events are the Malaysian Ice Hockey Federation, the Ice Skating Association of Malaysia, the Malaysian Handball Federation, and a few others. OCM welcomes and appeal to its affiliates to submit reports of their events for inclusion in the OCM Highlights.

Bringing some cheer to Asian Games - The Malay Mail

ALL SET FOR GUANGZHOU: Famemas members, sponsor and athletes.

KLANG: "Performers without an audience, are nothing," says David Foo, deputy chairman of Famemas — short for Famous Malaysia — at the launch of the Famemas Club Guangzhou Asian Games here on Saturday.

The self-funded body recognised by the Olympic Council of Malaysia (OCM) aims to provide vocal and moral support to Malaysian athletes participating in foreign meets by being physically present to cheer and support them.

Its 600 members are sports enthusiasts who, rather than rooting for the best at a particular sport, choose to lend their support to local athletes in meets around the world.

Twenty members of Famemas will be at the 16th Asian Games in Guangzhou, China, from Nov 20 to 28, shuttling from stadium to stadium to cheer local athletes in badminton, squash, hockey, athletics, karate, rhythmic gymnastics, sepak takraw, soccer, archery, bowling and diving.

They will cover up to four sports per day, in accordance with the wishes of the Malaysian chef-de-mission and the Malaysian Asian Games secretariat in China.

"Even for events where we do not get into the stadiums to cheer our heroes, we will still be in public areas in the proximity to foster friendship with fans from other countries and make our presence felt in promoting Malaysia," said Famemas chairman Lee Hui Seng, adding that this was a form of 'national service' to the country, during his address to members and sponsors.

Also present was hurdler Noraseela Mohd Khalid who officiated at the launch.

Noraseela, who will be participating in the 16th Asian Games, said morale support was essential to an athlete's morale.

"I love noise. The more noise there is, the better I perform. To have the support of fellow Malaysians in a foreign meet is important. The athlete doesn't feel so alone despite the overwhelming support for the other athletes on their home ground. I am looking forward to seeing Famemas members in Guangzhou."

Famemas member Mansor Abdul Khoni, said: "We have to support Malaysia to the very end, win or lose, whether it costs us or not. I have been supporting Malaysian sports since 1987. This is one of the ways we can show love and loyalty to our country."

The fan club invites all patriotic and sports-loving Malaysians to join its ranks, and Malaysians residing in Guangzhou as well as Malaysian embassy staff in giving a cheer to spur the athletes in the Asian Games

Malaysian supporters to cheer our athletes at Guangzhou Asian Games 2010

A group of Malaysian supporters are planning a cheer mission to 16th Guangzhou Asian Games from Sat 20 to Sun 28 Nov 2010. This will be their third Asian Games mission after Busan Asian Games 2002 and Doha Asian Games 2006.

Chairman of Famemas Club Kuala Lumpur and Selangor Lee Hui Seng says, ‘Although the number of supporters going are relatively small this time, nevertheless we plan to harness the strength of the Malaysian Contingent by gathering Malaysians residing in Guangzhou, Malaysian Embassy staff,other supporters, athletes and officials to provide the much needed cheer to stimulate the performance of our athletes.’

‘Our Group likes to attend multi-sports events like Asian Games and SEA Games because it provides an avenue to witness as many sports as possible within the one week time frame.Now we are extending our courteous invitation to all patriotic and sports loving Malaysians to join us in this worthwhile mission and ‘National Service.’ He added.

The pun of the mission, aptly named GAG, is intended as their catchy mission code in their aim to provide moral and vocal support to the national athletes featuring in the Games.

He was speaking at a Hari Raya Dinner organised by the club and Press Launch of Famemas Club Guangzhou Asian Games mission at Bagan Seafood Restaurant in Port Klang on 9 October 2010, which was attended by sponsors, sports personalities, media and members.

The Club started preparations for the trip since the Thomas Cup Finals in Kuala Lumpur in May 2010. This is the 8th year in operation for the club, which has counted to its credit, the SEA Games in Ho Chi Minh, Vietnam 2003, SEA Games in Manila,Phillipines 2005, SEA Games in Korat,Thailand 2007 and SEA Games in Ventianne,Laos 2009.

During the stint, supporters will be shuttling from stadium to stadium during the 8 day cheer trip, cheering on our athletes in sports such as badminton, squash, taekwondo, hockey, athletics, karate, rhythimic gymnastics, sepak takraw, soccer, archery, bowling and diving. The group will cover up to 4 sports per day, in accordance with wishes of the Malaysian Chef De Mission and Malaysian Secretariat there.

‘We hope our athletes will perform up to expectations and of course we will be there to support them in their times of need.As we expect most of the competition venues to be filled to capacity with the Chinese crowd and even if we do not get into the stadiums to cheer our heroes, we will still be staying around the public areas to foster friendship with fans from other countries and make our presence felt in promoting Malaysian tourism’ Lee added.

There will also be some time allocated for members to relax and unwind as they will be taken to several sight seeing places of interest.
